ADVOCACY
Bellingham voters split on
workers'-rights initiatives

In the closely watched vote on the four recent Bellingham initiatives for renters' protections, policing policies and workers’ rights, Bellingham voters approved two of the four initiatives in the November general election.
AGC opposed all four social-justice initiatives on Bellingham’s November ballot, as Initiative #1 (Renters' Protections) and #4 (Fair Treatment of Hourly Workers) were defeated at the polls. AGC worked with a coalition of local business associations to convey how these initiatives would negatively impact both employers and employees, and the community as a whole.
Of particular interest to AGC was Initiative 3: (Protect the Right to Organize) and Initiative 4 (Fair Treatment of Hourly-Wage Employees and Gig Workers). Initiative 3 would prohibit people receiving City funds from using those funds to discourage unionization efforts by that person’s employees or by any other employees. Initiative 4 would require certain employers to pay their employees an hourly hazard-pay supplement of $4 during a declared State of Emergency, and require employers to provide work schedules to hourly-wage employees two weeks in advance.
AGC is currently evaluating options for actions to consider regarding the Protect the Right to Organize initiative that passed at the polls.

Construction industry challenges
OSHA’s vaccination mandate

(AGC of America) AGC of America, the American Road & Transportation Builders Association (ARTBA) and the Signatory Wall & Ceiling Contractors Alliance (SWACCA) filed a petition for review of OSHA’s new COVID-19 vaccination mandate. The groups explain that the new rule will put many construction companies at grave risk of losing a substantial number of their workers to smaller companies, instead of leading to more people getting vaccinated in the sector.
