Three-year outlook for federal facilities, Oct. 20 
Companies doing, or interested in doing, business with the Army Corps of Engineers, NAVFAC, the General Services Administration, NOAA and the US Coast Guard are encouraged to attend this popular annual AGC event, presented in conjunction with the AGC Contractor Exchange the same day. AGC Contractor Exchange, Oct. 20th

ADVOCACY
Seattle elections: support change this November
AGC's BUILD PAC is supporting two pivotal races on this November's election ballot: Bruce Harrell for Seattle Mayor, and Sara Nelson, for City Council. These two candidates are pragmatic, broadly supportive of the employer community, and do not support extreme measures like defunding the police. Contributions to Bruce & Sara's election campaigns are severely limited. However, if you would like to join BUILD PAC in making a more meaningful contribution to help elect these two individuals, we invite you to participate a coalition to support two independent expenditure committees: Bruce Harrell for Seattle's Future and Change Seattle (for Sara Nelson). How’d your state legislator vote in 2021?
AGC of Washington has just published our 2021 Legislative Vote Record -- a list of bills that legislators voted on that impact the construction industry. This makes it easy for Seattle District members to know how their legislators voted on critical issues. Bills included in the 2021 vote record include the transportation carbon tax, capital-gains tax, climate-commitment bill, qui tam and more. Click here find out how your legislator voted.
West Seattle Bridge earns federal approval
for Priority Hire

Federally funded projects are not allowed to impose targeted hire requirements. However, federal approval has been granted to pilot the City of Seattle's Priority Hire program on the West Seattle Bridge. The City hopes this will not be the first or last of its kind, and is actively seeking broader approval to apply Priority Hire to all federally funded projects going forward. Approval was announced on August 31 in this SDOT press release.
AGC supports efforts to increase access to careers in construction for under-represented workers. However, Government Negotiated Project Labor Agreement (Community Workforce Agreement) like SDOT's tend to have adverse impacts on subcontractor diversity. AGC of Washington advocates for better outcomes by including targeted-hire requirements in contract documents and allowing PLAs to be negotiated by the contractor employer. In addition, AGC of America has been advocating for investments in career and technical education programs to better meet employer workforce needs.

Update on vaccine mandate
The Governor has amended the vaccine mandate and has also published a Frequently Asked Questions (FAQ) document. The Vaccine Mandate Amendment is more in-depth than the original and the FAQs are more clarifying for the construction industry. The vaccine mandate applies to any person engaged to work as an on-site contractor for a state agency, an education facility or a healthcare facility. This includes both general contractors and specialty contractors.
At this time, the City of Seattle, King County, Port of Seattle and Sound Transit are not requiring the same level of vaccine mandate as state agencies. This remains a very fluid situation, and AGCW will continue passing-on information and representing our members' best interests. Get the latest on the vaccine mandate on our website's News section.
