DES: Preview of state's record-breaking $6.3B capital budget
The State Legislature just passed a record-breaking $6.3 billion capital budget and the Department of Enterprise Services (DES) will provide AGC members with a project preview on June 25 at 10:00 am via Zoom. DES will provide project lists and timelines, and will discuss delivery methods.
The capital budget contains projects of all shapes and sizes and reaches into every corner of our state. Projects for the community and technical colleges, universities and other state agencies are included. Janet Jansen from the DES will have a short presentation and then open it up for Q&A.

Great showing for Northern District
at '21 Build Washington Awards

On May 20, AGC recognized the best of the best in construction and safety over the past year with the 2021 AGC Build Washington Awards sponsored by Moss Adams. The Northern District was well represented, with the following firms earning hardware and the deserved recognition for their commitment to quality work and safety:
  • Aldrich + Associates  Construction Excellence for their CHI Franciscan St. Joseph Med. Center Level-III Neonatal ICU project for Tenant Improvement (public/private), Under $5M.
  • Exxel Pacific  Construction Excellence award for their Center Steps project for Private Building: $50M – $100M and Safety Excellence Construction Manager Over 400K Worker Hours.
  • Granite Construction earned two Construction Excellence awards for their Case Road Fish Barrier Removal project for Highway/Transportation: Under $5M and their College Way (SR 538) Widening for Highway/Transportation: $5M – $15M and also earned Safety Excellence for General Contractor (Highway/Civil), Over 500K Worker Hrs.
  • UMC  Kurt Baish earned the 2021 Brian Salsgiver Safety Professional of the Year award and Safety Excellence Specialty Contractor, Under 1M Worker Hours award.

Long-Term Care Act: Information you need to know!
AGC hosted the Washington State Employment Security Department on June 2 as they presented details on the recently established Long-Term Care Act (LTCA) by the Washington State Legislature. This long-term care insurance program exists for all eligible workers to address future long-term care. ESD covered details on the rationale of the LTCA, employer responsibilities, employee exemptions, and other details. A few key items were presented we think you should be aware of:
  • This is an employee only deduction of .58% with no cap on earnings.
  • Each eligible beneficiary can access services and supports costing up to $36,500 for a lifetime.
  • To be eligible for the benefit you must have earned your WA Cares benefit by working and contributing 1) at least ten years at any point in your life without a break of five or more years within those ten years, or 2) three of the last six years
  • You must reside in Washington State to receive the benefits
  • For employees to exempt themselves from this deduction they have to have a qualifying long term care insurance poly by Nov 1, 2021 and have to apply to ESD for any exemption between Oct 1, 2021 – Dec 31, 2022

AGC presses feds on timeframe
for PPP forgiveness applications

(Construction Dive) The Associated General Contractors of America is putting pressure on the Small Business Administration to disclose more about how it's fielding Paycheck Protection Program loan forgiveness applications of $2 million or more, a process AGC claims is now taking up to eight months.
The AGC filed a Freedom of Information Act request last week to get data about how long it takes the agency to review applications, the steps involved in approving or denying requests and who is ultimately making the decision about the loans.
Michael Kennedy, AGC's general counsel, said the agency has been less than forthcoming about its decision-making. "The process continues to be very opaque," Kennedy said. "As time has gone by and the delay has increased, we've become increasingly concerned about what those standards and procedures may be." An SBA spokesperson declined to comment. Read more…
U.S. could double tariffs on Canadian lumber, despite soaring timber prices
(Archinect) The U.S. Commerce Department has released a report concluding that the United States must double its tariff on Canadian softwood lumber, raising the figure from 9% to 18%. As reported by Fortune, the increase would seek to combat alleged unfair Canadian trade practices, where lumber production is subsidized by the Canadian government.
Canadian softwood lumber accounts for over 25% of all softwood lumber used in the U.S. construction sector. A doubling of tariffs on imports would further compound the major increase in construction timber prices across the United States, which have risen 323% since April 2020 and now sit at an all-time high. Wearables drive jobsite productivity, profitability
(Construction Executive) Productivity issues plague the construction industry’s bottom line at a cost of billions of dollars each year, according to a 2020 study published in Construction Engineering and Management. Where labor can account for a significant percentage of project costs, and with much of the industry shifting toward the delivery method of Integrated Project Delivery, significant effort will be focused on maximizing workforce productivity. Simply improving the efficiency of on-site labor during the execution phase can decrease the risk of cost overruns and reduce delays, producing significant savings.
Fortunately, the industry can combat workforce inefficiency through innovative technologies, such as IoT sensors, which help improve the communication, workflow, safety and overall productivity of the jobsite. Contractors are increasingly connecting these devices between workers and to equipment and key areas of the jobsite, generating critical information on how labor and resources are being utilized and how they are interacting with the environment. This enables them to increase productivity and shorten project timeframes, which ultimately help improve the bottom line.
